I bought some Taiwanese oolong at WHF too (forget the name, but it was something a bit more oxidized from the look of the leaves). My leaves were just as beat-up looking as yours… lots of fannings, lots of fragments… is everything from WHF like this?

unfortunately yeah
also may seem they name their teas without regard to true origin or content.
also seems the teas may be mixed (at least oolongs).
you can search with .Wing Hop Fung to see (but i just started whf oolongs)
Ten Ren seems to have better oolongs.
